Chapter I General

Article 1 In order to implement the requirements of strict management of the party and strict management of cadres, and standardize the supervision and inspection of cadres' selection and appointment work and accountability, according to the "Regulations on the Selection and Appointment of Leading Cadres of the Party and Government", the "Regulations on the Supervision of the Communist Party of China", The Communist Party of China Accountability Regulations and other party regulations have formulated these measures.

Article 2: Selecting and appointing cadres for work supervision and inspection and accountability, adhering to the guidance of Xi Jinping's new era of socialism with Chinese characteristics, carrying out the party's organizational line in the new era, implementing the standards of good cadres in the new era, establishing correct orientation, and highlighting political supervision. Strictly investigate the problem of illegal use of personnel and the unhealthy trend of selecting and employing people, seriously investigate the responsibility of dereliction of duty and promote the formation of a clean and ethical employment environment.

Article 3: cadre selection and appointment work supervision and inspection, accountability, adherence to the party committee (party group) leadership, grading and responsibility, seeking truth from facts, according to the law, promoting democracy, mass participation, classification and policy, accurate and effective, prevention and control, failure to investigate.

Article 4 The Party committee (party group) and its organization (personnel) departments shall be responsible for the supervision and inspection and accountability of the selection and appointment of cadres in accordance with their duties and responsibilities, and the discipline inspection and supervision organs and inspection and inspection agencies shall perform the duties of supervision and appointment of cadres in accordance with relevant regulations.

The Central Organization Department is responsible for the macro guidance of supervision and inspection and accountability work. The local party committee organization department and the vertical management unit organization (personnel) department are responsible for guiding the supervision and inspection and accountability of this system.

Article 5 These Measures shall apply to the supervision and inspection of the selection and appointment of party organs, people's congresses, administrative organs, CPPCC organs, supervisory organs, judicial organs, procuratorial organs, institutions, group organizations, and state-owned enterprise cadres at all levels. .

Chapter II Supervision and Inspection Highlights

Article 6 Adhere to the principle of the party's management of cadres. Article 8 The implementation of the work policies for the selection and appointment of cadres. Article 9 Compliance with the organization of personnel discipline and the selection of people to use the situation. Chapter III Supervision and Inspection Working Mechanism

Article 11 Establish and improve the supervision and democratic supervision mechanism for the selection and appointment of cadres, combine special inspections with daily supervision, and supervise and inspect the whole process of selecting and appointing cadres.

Article 12 Strengthen the supervision and inspection of the party organizations at higher levels. It mainly adopts the pre-requisite report, “one report and two comments”, special inspection, departure inspection, and problem verification.

Article 13 Improve the internal supervision of the leadership of the party committee (party group). The party committee (party group) should study the appointment and dismissal of cadres, and should continue to listen to the opinions of the members of the team. When the meeting discusses the decision, the members of the leading group should express their opinions one by one, and the main person in charge will make a final statement. When members of the leadership team have different opinions on the candidates, they shall suspend the voting. It is not possible to replace the collective discussion decision in the form of individual solicitation of opinions and leadership.

Article 14 Improve the internal supervision of the organization (personnel) department. The selection and appointment of leading cadres should be informed to the cadre supervision agencies, and the responsible persons of the cadre supervision agencies should attend the meeting on the appointment and dismissal of cadres. We will conscientiously implement the documentary system for the selection and appointment of cadres, establish a self-examination system, and conduct a self-examination of the selection and appointment of cadres every year.

Article 15 Broaden the channels for supervision by the masses. Seriously check and deal with the problems reflected by the people's reports, conduct regular analysis and judgment, and timely study and put forward work opinions. Consciously accept public opinion supervision and respond to the concerns of the people in a timely manner. Article 16 The system of joint meeting of the selection and appointment of local party committee cadres shall be improved, the communication and coordination of relevant departments shall be strengthened, and the joint efforts of supervision work shall be formed. The joint meeting is convened by the organization department and is usually held once a year. The important situation is communicated at any time.

Chapter IV Prior Report

Article 17 In the selection and appointment of cadres, one of the following circumstances shall be reported to the higher-level organization (personnel) department beforehand:

(1) The change of the organization or the grading of the main leading members to remove the cadres;

(2) In addition to the change of the leadership team, the number of cadres in a centralized adjustment is large or the cadres are frequently adjusted within a certain period of time;

(3) Temporary over-the-counter cadres due to special circumstances such as institutional reform;

(4) The selection of leaders of the party committee and the government and its work departments for individual special needs, without the recommendation of democracy, shall be recommended by the organization as the object of investigation;

(5) ruling the cadre;

(6) Leading cadre secretary and other staff members to promote and appoint;

(7) The close relatives of the leading cadres are promoted and appointed in the unit (system) where the leading cadres are located, or promoted to the next level of leadership positions in the area where the leading cadres are located;

(8) State-level poverty-stricken counties and concentrated contiguous areas in special poverty-stricken areas before the completion of the poverty alleviation task, the promotion of the party and government ranks or post changes, as well as the city (prefecture, state, alliance), county (city, district, flag), township (town) party and government official positions for less than three years to adjust;

(9) Leading cadres resign due to accountability or are ordered to resign, be dismissed, demoted, or dismissed, affecting the expiration of the expiration of the proposed re-election or promotion;

(10) Persons of all types of high-level talents who have moved outside the country (the territory) or who have no spouse but whose children have moved outside the country (the territory), and those who have moved outside the country (including foreign experts), due to work Need to serve in a restricted position;

(11) The cadres must reach the limit of employment or retirement age and need to delay the dismissal (retirement);

(12) Other matters that should be reported.

Article 18 After receiving a report on matters related to the selection and appointment of cadres, the higher-level organization (personnel) department shall carefully review the research and reply within 15 working days. Candidates who have not responded or have not consented may not submit to the party committee (party group) meeting for discussion and decision. A decision on the appointment of a cadre who fails to report in accordance with the regulations or after the report has not been agreed shall be corrected.

Chapter V: Selection and Appointment of Cadres "One Report and Two Comments"

Article 19 The party committee (party group) shall, in conjunction with the annual summary assessment of the plenary or leading bodies and leading cadres, report on the work of selecting and appointing cadres, and accept the democratic appraisal of the selection and appointment of cadres and the promotion and appointment of cadres.

Article 20 Participating in the scope of democratic appraisers, the localities generally participate in and attend the plenary sessions. Other units generally participate in the annual summary appraisal meeting of the leading bodies and leading cadres, and have a certain number of representatives of cadres and masses.

The promotion and appointment of cadres for democratic appraisal, the local generals are the leading cadres promoted by the party committees of the same level in the past year; other units generally promote the leadership positions of the internal institutions and the members of the leading units of the subordinate units within the past year.

Article 21 “One report and two comments” shall be organized and implemented by the higher-level organization (personnel) department in conjunction with the evaluated localities and units, and the results of the review shall be promptly reported and used as an important reference for the assessment of leading bodies and leading cadres.

For the outstanding problems reflected in the review, the superior organization (personnel) department shall make an interview and order to explain and urge the localities and units to be rectified. For cadres whose recognition degree is obviously low, the evaluated places and units shall analyze and explain the selection and appointment process, and educate or deal with them as appropriate.

Article 22 The evaluated localities and units shall notify the participants in the democratic appraisal of the results of the review and the rectification.

Chapter VI Special Inspection

Article 23 During the routine inspection tour of the party committee (party group), the organization (personnel) department at the same level shall, through the dispatch of inspection teams, conduct special inspections on the selection and employment of personnel.

In conjunction with special inspections, leading cadres can be examined as a situation.

Article 24 The inspection team shall work under the leadership of the team leader of the inspection team. Before the inspection, the inspection team shall provide the inspection team with the clues of the selected personnel. The main problems discovered by the inspection team shall be provided to the inspection team and written into the inspection report.

Article 25 After the inspection work is over, the inspection team shall form a report on the inspection status, and report to the main person in charge of the organization (personnel) department of the inspection team or the person in charge of the party committee (party group) for review and feedback with the inspection and inspection. Article 26 The inspected place and unit shall actively cooperate with the inspection, truthfully provide information, conduct corrective actions in accordance with the feedback and feedback, and report the rectification to the organization (personnel) department of the inspection team within 2 months after receiving the feedback. Article 27 The local organizations (personnel) departments of the higher-level organizations (personnel) departments may carry out key inspections as appropriate.

Chapter VII Departure Inspection

Article 28 When the party secretary of a city (prefecture, state, alliance) or county (city, district, or flag) leaves office, he shall examine the selection and appointment of cadres during his term of office.

Article 29 The inspection of departure shall be conducted through democratic appraisal, inspection of relevant materials for the selection and appointment of cadres, and listening to the opinions of cadres and the masses.

Article 30 The departure inspection shall be carried out by the higher-level organization department in accordance with the management authority of the cadres. The inspection objects to be promoted and reused are combined with the inspection work of the cadres, and the inspection results are reflected in the inspection materials and used as an important reference for evaluation.

Chapter VIII Problem Verification

Article 31 The organization (personnel) department shall handle the investigation and discovery and the clues of the people in the report and the media's violation of the rules for selecting and appointing personnel, and shall take measures such as investigation, verification, reminding, letter or request for explanation.

Article 32 The project supervision shall be carried out on the issue of serious violation of the rules for the selection and employment of personnel. The handling unit shall seriously organize investigations and may not transfer them at different levels. The results of the check and the handling of the comments are generally reported in writing to the parent organization (personnel) department within 2 months.

Article 33: After being promoted to the current post, he or she shall be dismissed from the party or dismissed from the party or above, and the violation of discipline and law shall occur in the cadre before the appointment, and shall be selected by the organization (personnel) department according to the management authority of the cadre. The appointment process may be checked by the superior organization (personnel) department, and a report of the investigation work shall be formed in time.

Chapter IX Responsibility Investigation

Article 34 The party committee (party group) shall assume overall leadership responsibility for the issue of illegally selecting and appointing personnel. The main responsible persons of the leading group and the members of the direct supervisor shall assume the main leadership responsibilities, and other members of the leading group participating in the decision-making shall assume leadership responsibilities. The responsible persons and other responsible personnel of the organization (personnel) department, discipline inspection and supervision organ, and cadre inspection team shall bear corresponding responsibilities within their respective functions and responsibilities.

Article 35: One of the following circumstances shall be investigated for the selection and appointment of cadres: the party committee (party group) and its principal responsible persons or the members of the leading group directly in charge and other members of the leading group involved in decision-making shall be investigated:

(1) The implementation of democratic centralism is not in place, the leadership of the party committee (party group) is not effective, and major employer misunderstandings have occurred, causing adverse effects;

(2) Deviation in the orientation of employing people, the selection of people is not serious, and the cadres are not responsible for the problem, and the cadres and the masses are strongly reflected;

(3) The implementation of the main responsibility is not in place, and the problem of selecting and employing people and the cadres' failure to act as a problem are not disposed of, rectified, or accountable, causing serious consequences;

(4) Insufficient discipline in the maintenance and execution of the organization, resulting in frequent violations of rules and regulations by the employer and the disciplinary violations;

(5) Other cases of dereliction of duty that should be investigated.

Article 36: The cadre shall be held accountable for one of the following circumstances: the relevant person in charge of the organization (personnel) department and other responsible personnel shall be held accountable:

(1) failing to select and appoint cadres in accordance with the prescribed number of posts, qualifications, working procedures, and disciplinary requirements;

(2) failing to report to the higher-level organization (personnel) department in accordance with the provisions on matters related to the selection and appointment of cadres;

(3) Failing to supervise and inspect the work of selecting and appointing the cadres of their localities or units in accordance with the regulations;

(4) failing to investigate, verify or deal with the issue of selecting and employing the person who reflects the specific and identifiable nature of the clue;

(5) Other cases of dereliction of duty that should be investigated.

Article 37: One of the following circumstances shall be investigated for the selection and appointment of cadres: the responsibility of the responsible person and other responsible personnel of the discipline inspection and supervision organ shall be investigated:

(1) failing to respond to the proposed person's clean and self-discipline and submitting concluding observations;

(2) failing to investigate and verify the specific petitions and reports that reflect the candidates for the proposed candidates, and fail to investigate and deal with the relevant violations of laws and regulations;

(3) Failing to perform the duties of supervision and appointment of cadres in accordance with the regulations, causing serious consequences;

(4) Other cases of dereliction of duty that should be investigated.

Article 38: One of the following circumstances shall be investigated for the selection and appointment of cadres, and the responsibilities of the responsible persons and other responsible personnel of the cadre inspection team shall be investigated:

(1) failing to conduct inspections in accordance with the prescribed procedures and requirements;

(2) Investigating serious distortions, or concealing the truth and leaking important information;

(3) failing to carefully review the cadre personnel file information, or failing to report the report reflecting the object of the investigation, and failing to understand and verify the problem according to the regulations, causing serious consequences;

(4) Other cases of dereliction of duty that should be investigated.

Article 39 The party committee (party group) shall have the responsibility for investigating the responsibilities listed in these Measures. If the circumstances are relatively minor, they shall be ordered to make a written inspection; if the circumstances are serious, they shall be ordered to rectify and report within a certain scope; if the circumstances are serious, they may not If it is corrected, it should be reorganized.

Article 40: Leading cadres and relevant responsible personnel shall be investigated for the responsibilities listed in these Measures. If the circumstances are relatively minor, they shall be criticized and educated, ordered to make written inspections, briefings or defamation; if the circumstances are serious, they shall be suspended for inspection and adjustment. If the circumstances are serious, the resignation or resignation, dismissal, and demotion shall be handled.
